Meem Sakinah has three rulings:
(1) Ikhfa Shafawi (before Ba): hide meem with ghunnah. Examples: وَمَا هُمْ بِمُؤْمِنِينَ، تَرْمِيهِمْ بِحِجَارَةٍ
(2) Idgham Shafawi (before Meem): merge with ghunnah. Examples: لَكُم مَّا سَأَلْتُمْ، هُم مُّهْتَدُونَ
(3) Izhar Shafawi (before other 26 letters): clear pronunciation. Examples: أَمْ لَهُمْ، أَلَمْ تَرَ
Critical warning — before Waw and Fa:
Special care to clearly pronounce meem before Waw (same makhraj — lips) and Fa (close makhraj — inner lower lip + upper teeth).
Examples requiring clear izhar: عَلَيْهِمْ وَلَا، هُمْ فِيهَا، لَكُمْ فِيهَا

Answer: Because Waw shares the meem's makhraj (lips), and Fa is close to it. Without clear izhar, hidden pronunciation would be wrongly inferred. Ruling in "عَلَيْهِمْ وَلَا": obligatory clear Izhar Shafawi
