Surah: Al-Kahf (84)
Dhul-Qarnayn — Justice and Wisdom in Ruling the Earth
إِنَّا مَكَّنَّا لَهُۥ فِي ٱلۡأَرۡضِ وَءَاتَيۡنَٰهُ مِن كُلِّ شَيۡءٍ سَبَبٗا
— الكهف الآية 84
Verse: "We established him in the land and gave him the means to accomplish anything." (18:84)
The three means: Allah gave him "means for everything" — power, knowledge, and resources. Teaching that the righteous ruler takes means, not surrendering to fate.
His ruling on oppressors and the just:
"As for one who wrongs, we will punish him... and as for one who believes and acts righteous — for him is the best reward." Worldly justice connected to afterlife justice.
Building the barrier:
When a weak people asked for help — he did not take their money but asked for workers and built. "This is a mercy from my Lord."
Lesson: The true leader does not own the earth for himself — but stewards it as a trust from Allah. His greatest legacy: "This is a mercy from my Lord" — not "This is my genius and power."
