Say I Seek Refuge With the Lord of Daybreak — From the Evil of What He Created

قُلۡ أَعُوذُ بِرَبِّ ٱلۡفَلَقِ مِن شَرِّ مَا خَلَقَ
— الفلق الآية 1
Verse: "Say: I seek refuge with the Lord of daybreak — from the evil of what He created..." (113:1-5) — "Lord of daybreak" (falaq = splitting darkness with light) — choosing this attribute signals that Allah is able to bring light in the deepest darkness. Four types of evil: all creation's evil (general), evil of night as its darkness approaches, evil of women who blow on knots (witches), evil of an envier when they envy. "Envier when they envy" — latent envy without action does not harm — the danger is when it converts to actual harm. Lesson: reading Al-Mu'awwidhatain morning and evening is comprehensive refuge from all types of evil in your day.

Why does the verse qualify the envier with "when they envy" rather than just "the envier"?
